Can't Go Wrong With Pho. Pho To Liem is in a unassuming strip mall, but has some of the best restaurant pho you can buy. The staff always seem nice in this small little restaurant that is frequented by regulars and local workers from nearby businesses and plants. Prices are reasonable for a bowl of pho. Other items the menu include many different Vietnamese and Asian foods including kabobs, teriyaki, rice, spring rolls, and even curry. I would not recommend the curry, but other items on the menu are terrific. Stay with their authentic Vietnamese cuisine and enjoy their Pho with the wonderful broth.
You might not be impressed with the interior too much, but you are there for the food and a good price. I continue to recommend this surprising restaurant in an even more surprising location. UPDATE 2016 (Prices keep getting higher, to where they are on par with everyone else now, portion sizes remain the same.)
We each had the large #20 beef and tendon. Excellent deep body broth, well portioned ingredients. Very reasonably priced. Wish I lived closer. Definitely worth going back when we're in the area.

A more floral broth than I’ve had before, but it and the meat was delicious. The bahn mi was the best I’ve found in the area. They were open super early, which was nice when no other pho place was. Will be back.
I can strongly say I never been to a pho place and finished a whole large bowl of pho😭😭 not to mention its under 10 dollars . I literally drank all the soup . Been craving this pho specifically ever since. Me and my sister went here when we was high and left food pregnant 😂😩 best pho place in Everett hands down. Bc let's not act like 86% of the food places here are ass😭😭
I’ve gone all over Everett searching for good Pho and fresh rolls. The price is great! The pho is flavorful, the vegetables taste fresh, loved how they add cilantro, the spring rolls are delicious, and the peanut sauce is great. I can walk out spending 15$ fuller than life. One of the best pho locations in Everett area and I plan on coming back.
Been here during my road trip to the Canada border. Nice place to stop by for a Pho before u reach the border.
A surprise gem. Full flavored well bodied Pho broth. Fresh ingredients and good portions. Banh mi sandwich was great also. Plenty of meat and veggies, good bread and not dry at all. We got take out and they were quick and the gal at the counter was friendly and sweet.
This is definitely the best phở in Everett! Generous portions of noodles, herbs, and meat, and the broth is very rich.
